The electrical potentials can be positive or negative depending on whether work is done against the field or by the field, for example, when work must be done to move a positive charge from earth (zero potential) to a higher potential than earth; and its potential is taken as positive, while work must be done to move positive charge from lower potential than the earth to a higher potential; its potential is negative.
